this morning health and human services secretary kathleen sebelius testifies for the second time since the troubled rollout of healthcare.gov. nan sis cordes is on capitol hill. nancy, good morning. >> good morning, norah. that's right. she ee going to be testifying before the senate committee. she's going to highlight all the improvements. yesterday the head of the centers for medicare and medicaid which oversaw the rollout testified that it's now easier to create an account and easier to browse plans without creating an account. still, she faced tough criticism, not just from republicans as you would expect but also from democrats who worried that all the problems with the website have scared away the young people that they need to sign up in order to make the program work. >> i believe that there's been a crisis of confidence created in the dysfunctional nature of the website, the canceling of policies, and sticker shock from some people. do you have a plan to get the young people back? >> yes we do and we will roll out that plan. our goal is to stabilize the website this month and
